Eligibility Criteria
To qualify for the Human Capital Priority Stream, you must meet the following requirements:
- Express Entry Profile
- You must have an active profile in the Express Entry system, qualifying under either the Federal Skilled Worker Program (FSWP) or the Canadian Experience Class (CEC).
- Work Experience
- You should have at least one year of continuous full-time work experience (or the equivalent in part-time work) in a National Occupational Classification (NOC) Skill Type 0, A, or B occupation. This experience must have been gained within the last five years for FSWP or three years for CEC.
- Education
- You must hold a Canadian bachelor’s, master’s, or PhD degree, or an equivalent foreign credential. An Educational Credential Assessment (ECA) is required if your degree was obtained outside of Canada.
- Language Proficiency
- You must demonstrate proficiency in English or French, with a minimum Canadian Language Benchmark (CLB) level of 7 in all language skills—reading, writing, listening, and speaking.
- Settlement Funds
- You need to have sufficient funds to support yourself and your family upon settling in Ontario, or show that you are currently employed in Ontario.
- Intent to Reside in Ontario
- You must demonstrate a genuine intention to live and work in Ontario, which could include your current or past employment in the province, job offers, or ties to Ontario through family or community.

The Application Process
- Invitation to Apply: Ontario’s immigration authority periodically searches the Express Entry pool for candidates who meet the Human Capital Priority Stream criteria. If you are selected, you will receive a Notification of Interest (NOI) from Ontario.
- Provincial Nomination: Upon receiving an NOI, you have 45 days to submit your application to the OINP. If your application is successful, you will receive a provincial nomination, which adds 600 points to your Express Entry CRS score, virtually guaranteeing an Invitation to Apply (ITA) for permanent residency in the next Express Entry draw.
- Permanent Residency Application: With your ITA, you can apply for permanent residency through the Express Entry system. The processing time for most applications is six months or less.
